A no-show is not a late cancellation. It deserves its own wording and its own escalation.
Most salons fold the no-show into the cancellation policy and then feel unable to act on it. Separating them makes the consequence clearer to the client and easier for you to apply.

No-show policy A no-show is an appointment missed without any notice. It costs us the time and the client who could have had it. · First no-show — we will reach out to reschedule, no charge. · Second no-show — 100% of the service price, and future bookings require a card on file. · Third — we will ask for payment in full when booking. If you are running late, message us. Anything up to 15 minutes we will usually work around.
A first-time miss is usually a genuine mistake. Escalation across three strikes feels fair, and fairness is what gets a policy accepted.
Most disputes are about lateness rather than absence. Name the number of minutes.
The second-strike card requirement changes behaviour more than any wording. Set it up so it is automatic rather than a conversation.
Chronic no-shows are usually a very small group. Your client records show who they are.
